Chapter 30: A Leap to the Heavens, Captain Qin

Gao Qingshan personally poured Zou Mingyi a cup of tea. Zou accepted it with both hands and thanked him repeatedly.
“Secretary Zou, have you just returned from the commendation ceremony at the Public Security Bureau?”
Gao Qingshan clearly knew where Zou Mingyi had been.
“Yes, Secretary Qingshan. The meeting just ended. County Magistrate Chen Mingguang attended as well and delivered an excellent, stirring speech. With the bureau having arrested so many wanted criminals recently, morale among the county’s police officers is extremely high!”
Gao Qingshan nodded. “The Public Security Bureau’s recent work has indeed been outstanding.”
“As the secretary of the County Political and Legal Affairs Commission, you deserve considerable credit.”
“Secretary Qingshan, you flatter me. Director Zhou hardly considers me, the secretary of the Political and Legal Affairs Commission, worthy of notice.”
“Whenever something comes up, he reports directly to County Magistrate Chen.”
“Haha. Zhou Xuexi is young and ambitious. His desire to advance is understandable.”
In truth, Zou Mingyi and Gao Qingshan were not on the same side.
However, Chen Mingguang’s direct involvement in the affairs of the Public Security Bureau had left him somewhat dissatisfied.
After all, according to the division of administrative responsibilities, he, as secretary of the Political and Legal Affairs Commission, was the bureau’s supervising leader.
Gao Qingshan clearly knew why Zou Mingyi had come to his office immediately after the commendation ceremony.
It was a veiled gesture of goodwill.
Although the two men did not share the same patron, they clearly had grounds for cooperation on certain matters.
“By the way, I heard that a grassroots police officer named Qin Chuan received an individual Second-Class Merit Award at the ceremony?”
“Yes, Secretary Qingshan. He’s a very young officer—he only joined the force half a month ago. He graduated from Xing’an City Police Academy and is an exceptionally promising young man.”
At that, Gao Qingshan raised an eyebrow.
“Secretary Mingyi, are you familiar with this Qin Chuan?”
That shouldn’t be possible.
If Qin Chuan had ties to Zou Mingyi, he would never have been assigned to Changning Township Police Station, that godforsaken place where not even birds bothered to shit.
“Not exactly familiar. Qin Chuan performed very well at the police academy and ranked first in his graduating class.”
Zou Mingyi took a sip of tea and continued leisurely, “Political Commissar Jiang personally called and instructed that an outstanding young comrade like him should be sent to the grassroots for training and to develop his abilities.”
Gao Qingshan’s eyes narrowed slightly.
First in his graduating class, yet assigned to that godforsaken place in Changning Township.
As for so-called grassroots training…
Ha. What a load of rubbish!
Wouldn’t it have been better to send him directly to the Criminal Investigation Detachment of Xing’an City?
Once assigned to a police station in some remote township, unless he managed to earn a major merit award, he would spend the rest of his life there.
It seemed Qin Chuan had offended quite a few people.

But given Political Commissar Jiang’s position, why would he target such an insignificant figure?
…
The headquarters building of Xinhai Mining.
A beautiful woman in a pink qipao knelt on the floor, one side of her rounded, full buttock faintly visible beneath the fabric.
She was extraordinarily beautiful, with almond-shaped eyes and a figure full of graceful curves.
Yet her face was pale at that moment, and her eyes were filled with terror. Her trembling hands gathered up the pieces of a teacup that had shattered across the floor.
Before the immense sandalwood desk, two men stood with their heads bowed. They did not dare let their eyes linger on the woman in the qipao for even an instant.
“He messed with my man… and now he’s actually earned a merit award and become a hero?”
A cold, chilling laugh rang out.
Anyone familiar with Dou Sihai knew that when he laughed like this, he was at his most dangerous.
“You think I’ll let you off that easily? You dare fight me… I’ll destroy your entire family!”
“Find out everything about this Qin Chuan. Where his family lives, whether he has a girlfriend, or a wife and children. I want every piece of information!”
“Yes!”
“And arrange a dinner with Secretary Gao tomorrow evening. Nothing formal—just a simple meal.”
“Yes, Mr. Dou.”
The two men accepted their orders and left.
Dou Sihai gazed out the window, lost in thought for a moment. Then he suddenly turned his eyes toward the woman kneeling on the floor.
“You. Come here!”
At his words, the woman’s body trembled, but she still did not dare disobey him.
Setting down the broken fragments in her hands, she forced a smile and crawled toward him…
A look of disgust appeared on Dou Sihai’s face. Before long, his eyes widened. After a while, he exhaled a foul breath.
“Get out!”
…
At noon the day after the commendation ceremony, Qin Chuan received a document at Changning Township Police Station.
“Notice from the Zhulin County Public Security Bureau regarding the appointment and dismissal of Comrade Sun Jianye and others.”
“Zhao Junhao is relieved of his position as captain of the County Public Security Bureau’s Public Order Detachment…”
“Song Hui is relieved of his position as captain of the County Criminal Police Detachment…”
“Sun Jianye is relieved of his position as director of Pingchuan Township Police Station…”
“Sun Jianye is appointed captain of the County Public Security Bureau’s Public Order Detachment…”
“Qin Chuan is appointed deputy captain of the County Criminal Police Detachment, serving as acting captain…”
A series of appointments and dismissals followed, with Qin Chuan’s name appearing in the middle.

He had actually become the deputy captain of the County Criminal Police Detachment!
And not merely that—he was to serve as acting captain!
Qin Chuan was genuinely stunned when he read the document.
He had assumed that the most he could hope for was a deputy director’s position at a local police station.
Although he had earned several merits recently, he had not even been working for a full month.
Being assigned to a small police station as a deputy director, a position at deputy section rank, would already have been an exceptional promotion.
But deputy captain of the Criminal Police Detachment?
That was a position with real authority, at full section rank!
And then there was the small note in parentheses: acting captain.
This meant that as long as Qin Chuan made no serious mistakes over the coming year, by this time next year he would become a deputy division-level captain of the Criminal Police Detachment.
After only one month on the job, he had been formally confirmed ahead of schedule and promoted to deputy captain of the County Criminal Police Detachment…
In his previous life, Qin Chuan had struggled for ten years and still had not reached such heights.
“Congratulations, congratulations, Little Qin… No, from now on, we should call you Captain Qin!”
Those even more astonished by Qin Chuan’s promotion were Wang Xuebing and the others.
Wang Xuebing had spent his entire career languishing at Changning Township Police Station, yet had only managed to reach deputy division rank.
And Qin Chuan?
He had not even been a police officer for a month!
With one Third-Class Merit Award and one Second-Class Merit Award to his name, he had now caught the county magistrate’s eye and been promoted directly to deputy captain of the Criminal Police Detachment!
“Captain Qin, I’ll host dinner tonight to see you off!”
Zhang Jun’s face flushed red as he thumped his chest with such force that it sounded like thunder.
Originally, he too had assumed that the higher-ups would give Qin Chuan, at most, a deputy director’s position at a local police station—or perhaps transfer him into the administrative offices.
At best, he would have become a deputy section-level official.
No one had expected him to take off so dramatically, becoming deputy captain of the Criminal Police Detachment—and acting captain at that!
Although the rank was not especially high, the position carried considerable power.
If he wanted to transfer someone from a grassroots police station into the Criminal Police Detachment, wouldn’t it be a simple matter of giving the word?
Naturally, Qin Chuan did not refuse Zhang Jun’s kindness.
When the Xinhai coal mine case had occurred, Zhang Jun and the others had given him their full support.
When Zhao Junhao had come looking for trouble, the station had stood firmly on Qin Chuan’s side as well.
It was just that in the morning he had still been Little Qin, while by noon he had become Captain Qin. Qin Chuan found the sudden change somewhat difficult to get used to.
